Criado o Estado da Guanabara em 14/04/1960, a estrutura organizacional e o território físico do município neutro do Rio de janeiro foram mantidos, mas com novo status federativo. A Procuradoria-Geral do Distrito Federal teve o nome alterado para Procuradoria-Geral da Justiça do Estado da Guanabara. Candido de Oliveira Neto permaneceu no cargo à frente do órgão, exonerando-se quando nomeado procurador-geral da República. Foi também ministro da Justiça, em 1964.
