Nasceu em Nova Friburgo/RJ. A graduação ocorreu na Faculdade de Direito da Universidade do Rio de Janeiro em 1918, e no ano seguinte começou a advogar em Bom Jardim. A carreira ministerial iniciou em 1929 na comarca de Nova Iguaçu, passando por Cantagalo e Petrópolis, e no exercício da função nesta última, foi nomeado procurador-geral em 1958. Foi também desembargador do Tribunal de Justiça fluminense e autor de diversas obras.
